Policy controls

Internal controls for order acknowledgment, ship quantities, invoice timing, and deduction dispute windows.
SOPs for chargeback root-cause analysis and corrective action to prevent repeat issues.

Implementation exit criteria

Signed-off test results and retailer approval for production traffic.
Baseline KPI snapshot before Phase 3 governance cadence begins.
